The Narcotics Control Committee

Introduction

According to the Chief Executive’s Dispatch of Macao SAR No. 179/2008, the Macao SAR Government established the Narcotics Control Committee (hereafter referred to as “the Committee”) in 2008. Its purpose is to promote contact and cooperation between various anti-drug related departments and non-governmental organizations, to strengthen the response to the latest developments and changes facing the drug problem, and comprehensively improve the effectiveness of drug control.

The responsibilities of the Committee:

(1) Formulating strategies in Macao SAR to combat drug dependence, coordinating the implementation of these strategies;
(2) Collaborating with public and private entities working in similar fields to promote, coordinate, supervise and evaluate plans aimed at prevention, treatment, harm reduction and reintegration;
(3) Maintaining the information system of drug and drug abuse prevention, and assisting the public in raising anti-drug awareness;
(4) Providing opinions on the implementation of anti-drug policies and put forward suggestions for improvement;
(5) Commenting on draft laws, policies and measures related to the anti-drug actions;
(6) Making recommendations on measures related to the circulation system of drugs and other substances that can cause dependence;
(7) Developing cooperative relations with similar institutions outside the Macao SAR;
(8) Preparing the annual activity report of the Committee and submit it to the Chief Executive for further review.

The Secretary for Social Affairs and Culture and the President of the Social Welfare Bureau will be the Chairman and Vice Chairman of the Committee. The members of the Committee include representatives from government anti-drug related departments, representatives of non-governmental organizations (leaders of private institutions in the field of drug dependence prevention, social services, health and education) and outstanding people in society, with a total of 25 members. The Committee membership operates on a two-year basis.

The Narcotics Control Committee established the “Youth Drug Problem Concern Working Group”, according to the stipulation of No.9 of the Chief Executive's Written Instruction No. 179/2008.

I. Purpose of Establishment

To strengthen the management and resolution of youth drug problem in Macau, enhance exchange and cooperation between relevant government department and private organizations to jointly promote the anti-drug preventive education targeting on young people as well as to improve drug treatment and rehabilitation services.

II. Major Work

1.To evaluate and study the effectiveness of Macau's existing laws, regulations, measures and service related to the prevention and treatment of youth drug abuse;
2.To promote coordination and cooperation mechanisms between government sectors, non-governmental organizations and communities regarding youth anti-drug work;
3.To offer suggestions on youth drug problem, advice and assist the Narcotics Control Committee to develop youth anti-drug strategies and measures.

III. Working Group Members Composition

1.Formed by at least 5 Narcotics Control Committee members, the working group may recommend the committee to invite other specialist to join the working group whenever necessary.;
2.Convener of the group can be volunteered or elected by team members.

IV. Working Group Operation :

1.The Narcotics Control Committee establishes the duration of the Working Group;
2.In principle, the Working Group convenes meetings two or more times a year. However, in accordance with the situation, the Working Group may conduct an internal discussion, and it will be up to the convener to make the corresponding adjustment;
3.The Working Group convener can, on his own initiative or with at least one-third of the members, request the convening of a meeting. However, the meeting must be convened at least three business days in advance with a specific agenda;
4.Minutes of each meeting will be prepared and presented to the Narcotics Control Committee;
5.The technical, administrative and financial support, necessary for the normal operation of the Working Group, is provided by the SWB.

The Narcotics Control Committee established the “Anti-Drug Law Enforcement and Follow-up Working Group”, according to the stipulation of No.9 of the Chief Executive’s Written Instruction No. 179/2008.

I.Purpose of the establishment:

Assisting in the revision and coordination of the implementation of Anti-Drug Law and provide advice on measures to improve the legislation.

II.Major works:

1.Assessing the situation of the various Services related to the implementation of the recently amended and implemented Anti-Drug Law;
2.To support the research and improvement of measures and proposals for the implementation of the legislation;
3.To support the Narcotics Control Committee in providing advice on legislation related to anti-drug actions.

III.Composition of the Working Group:

1.The Working Group comprises of at least five members of Narcotics Control Committee. The working group may propose to the Narcotics Control Committee to invite professionals from other areas to join and participate in the works of the Group;
2.The convener shall be elected from among the members of the Group or upon the self-recommendation of the members.

IV. Working Group operation
