Treatment and Rehabilitation Service
(I) St. Stephen's Society (Home of Promise)
1.Brief
Introduction to the Society
St.
Stephen's Society was established in 1995, and early in 1987 when Jackie
Pullinger sent a work team to Macao; it had begun to help
the poor and needy people. Hong Kong St. Stephen's Society was created in
1966 by Jackie Pullinger who showed great concern for youth on the margin or
being unable to go to school; finding that they were influenced by black
society and other illegal organizations, Jackie Pullinger set up a youth
society in Kowloon City, organized summer camp, Christian fellowship
get-together and gave lessons to students who would like to continue their
study; and through these activities, Jackie Pullinger provided services for
the poor and the abandoned people in Hong Kong. Soon afterwards, she and her
friends opened their family houses for accommodating people in their need
with lodging. Today, St. Stephen's Society helps over 300 people to live
together, including men, women, youngsters and children who speak Chinese and
people speaking other countries' languages. Many people who had received aid
would like to work with St. Stephen's Society to serve others in Hong Kong, Macao and some other Asian
countries. St. Stephen's Society is the member of Hong Kong Council of Social
Service and the Central Registry of Drug Abuse (CRDA).
2.
Purpose
St.
Stephen's Society is a Christian fellowship that helps the homeless and
people living in difficulties, including those sleeping in the open, former
prisoners, the aged and other people with difficulties of adapting themselves
to social life, and it shows concern for drug addicts in particular. The
society is willing to provide lodging and drug-stopping rehabilitation aid
for people who would like to start a new life by believing in Jesus. People
involved will live together, receive guidance and carry out various work
plans, learn to solve problems and make preparations for their return to
society; the society will also provide support for their family members.
3.
Application Procedure
People
in need of these services may contact the society by phone call, which will
make arrangements for their interview and accommodation. The address of the

The
Society is financially supported by the Hong Kong St. Stephen's Society, the
Macao Christian Fellowship and others.
(II) "Teen Challenge", Gospel Drug-Rehabilitation Center
1.
Brief Introduction to the Center

Macau
Teen Challenge founded by Pastor Juvenal Calvario Clemente. Main objectives is to provide an appropriate environment
for drug addicted men to quit their addiction bythe Christian concept
and faith.
Pastor
Clemente looking for suitable facilities, in 1987, discovered a valley in
Coloane, with only an empty building nobody used.
Thinking
that this environment was good for drug rehabilitation center, Pastor
Clemente applied to the government for renting the property and Teen
Challenge started formally their service in the year 1989.
The
service provided by the center is a program of at least one year lodging. the students go through five phases: Physical recovering,
establish new beliefs, setting life goals, returning to society, etc.
2.
Brief Introduction to 2002 Work
(1) Outreach small restaurant ("pan cake and fish")
"Pan
cake and fish" outreach small restaurant is a another outreach training
site of the center with the main purpose of helping students to make
preparations for returning to society and educating them how to face the real
society. The small restaurant was put into service on September 2, 2002 and it was located atRuínas de São Paulo, however, as the whole
economic situation was poor, it was difficult for the small restaurant to
keep normal expenses, so it was closed at the end of November 2002.
(2) Participating in activities and receiving visits
In
2002, the center participated in all kinds of social open activities, including
International Anti-Drug Day Stall in June, table tennis match of
drug-stopping hospitals in October, and World AIDS Day stall in December, all
these activities provided students with chance of serving the society and
making contact with the public.
In
addition, the center, as always, received different institutions that came to
visit the village, and most of them were juvenile institutions, including
Christian churches and organizations. On the one hand, the center can do
social remedy work and assist drug addicts to quit drug addiction; on the
other hand, it can undertake the task of social prevention by reminding
youngsters to stand far away from drugs and educating them to understand the
harms of drugs.

(3) Training of coworkers
With
the development of the center and changes of its services, training of
colleagues becomes an indispensable link, however,
due to limited resources of the center, colleagues do not have many chances
of receiving training. It is lucky that the Social Welfare Institute
constantly provides all kinds of training for colleagues of the center, so
they learn a lot and could put knowledge learnt in practice in hospital work.
3.
Summary/Prospect (Work priorities of 2003)
For
the whole year of 2002, the center faced many difficulties, such as the
number of people who received services was small, students left the center
before completion of course program for private reasons, outreach small
restaurant was soon closed, and all these things were depressed, however,
some students could finish the course program and the colleagues had chance
of receiving training that were happy things in a sad state and made people
re-gain hopes.
As
for 2003, it is not easy to go head, but it is full of hopes with some
priorities of development:

- Setting
up outreach teahouse at lunchtime and creating opportunities of
contacting drug addicts
(III) Association of Rehabilitation of Drug Abusers of Macao

1.
Objectives
- Providing
male who are harmed by drugs with services for quitting drug addiction
and return to society;
- Carrying
out prevention and treatment work and providing guidance.
2.
Brief Introduction to 2002 Work
In
2002, the association held many types of activities, including study
courses, sports and prevention activities. "Outreach program"
was first developed in 2002 by the association that helped to get
better understanding of tendency of drug abusers, at the same time
that also gave drug abusers guidance and encouraged them to receive
drug-stopping treatment, therefore, outreach work becomes very important.
In addition, the association sent prevention leaflet to some youth
centers that passed on related information to local youngsters; on
the other hand, the association organized and held a electrician course and a first aid course for the students
of the center in 2002 with the help of Labor and Employment Bureau
and Macao SAR Red Cross. Anti-drug visit, study and seminars were
all activities held in 2002.

Future Development
- Repairs
of new dinning room were finished in 2002; construction of music room
has been completed; new bodybuilding equipments are bought to improve
functions of bodybuilding room.
- Expanding
the space of the center's garden for planting and horticulture activities.
- Association
of Rehabilitation of Drug Abusers of Macao produces new web page for
Macao residents to have a better understanding of drugs with languages
including Chinese, English and Portuguese. The three-language web page
(http://www.artm.org.mo) not only provides information on drug abuse and
its harmful consequences, but also provides youngsters and their family
members with channel of talking and related information

The Situation Regarding Admission
The
following chart shows that compared with 2002 and the previous three years,
the number of people admitted by the center constantly increases and there
also shows an increase of new cases and an increase in the number of re-entry
to the center every year. These materials and experiences demonstrate that
self-change and strong belief is very important for completing course of
drug-stopping treatment.

Future Prospects
Looking
forward to 2002, Association of Rehabilitation of Drug Abusers of Macao hopes
to continue to develop vocational training course so as to help drug-stopping
students to return to society. One of the important tasks in the next year is
to strengthen the development of outreach work and pass on information on
harms of "Party Drugs" to youngsters.
(IV) Christian
New Life Fellowship of Macao
1.
Brief Introduction to the Fellowship
Founded
on June 17, 1996, the fellowship only provided
temporary accommodation and vocational training for the rehabilitation
of those leaving drug-stopping dormitories. It increased hospitalized
rehabilitation service for drug abusers in 1997 to meet the need of
work, and since November 1997, it has cooperated with the Social Welfare
Institute and served as an institution receiving financial aid and
providing more comprehensive drug-stopping services. In June 2002,
it set up outreaching unit at Room E underground of Hui Yi Building,
No. 2-10 Rua de Porta do Cerco and full-time staff of the unit deal
with cases seeking help and visit cases. The fellowship takes Christianity
as the principle for its drug-stopping services and helps those people
who are willing to try to quit drug addiction, to rebuild their home
and return to society by means of the “gospel drug-stopping”
plan.
2.
Brief Introduction to the Work of 2002
In
the work plan of 2002, the fellowship set the year as Training and
Education Year and tried to obtain the objective by holding or participating
in many activities (see attached table), for example, music course
that can help mould ones temperament, practical English and calligraphy
class; although these courses were on pilot scheme with the aim of
understanding the needs of students, they served in practice as guidance
for reference for future plan of the fellowship. Apart from attending
courses for staff training held by the Social Welfare Institute, the
fellowship also sent staff to Hong Kong and the hinterland China to
visit related institutions and exchange work experiences that helped
widen the field of vision of its staff and improve their knowledge
on drug-stopping.
To
sum up the work in the past year, the fellowship was confronted with
many difficulties and obstacles, especially in 2002, there were changes
in the internal structure; facing changes of staff and restructuring
of the fellowship, every staff worked with high pressure; on the one
hand, the staff were insufficient and workload of each staff was relatively
increased; on the other hand, the system and administration mode of
the fellowship were changing that brought about obstacles to the operation
of the institution; with the efforts made by various parties , in
the second half of 2002, the fellowship began to re-organize the institution;
in addition to employ persons who were willing to join in the rank,
it also made changes in the mode of administration by adopting the
way of team leaders that drew on collective wisdom and absorbed all
useful ideas and through knowledge and experiences of different staff
to improve service quality of the institution. At present, all stall
begin to be familiar with the mode of work and administration, and
the institute is also developing to the correct direction.
3.
Future Prospect/Plan
Due
to internal restructuring of the institution, each section has its
own work orientation; in the work plan of 2003, one of the tasks is
to coordinate the work among different section. In anti-drug work,
coordination between different service sections is very important;
in the process when drug abusers come to the outreaching unit to seek
help, live in the rehabilitation center and return to society, coordination
and cooperation among different section is important and necessary,
however, little attention is paid in this regard in restructuring
the institution, therefore at the beginning of 2003, the fellowship
employed an experienced anti-drug person who is willing to do the
job to hold the position of general director (equal to president in
the past), and exert efforts to coordinate and rectify the work of
each section; in addition, in 2003, the training of staff is still
an important plan, besides sending staff to participate in large-scale
anti-drug seminars in and outside the country, the fellowship also
holds different training courses internally, or even sends staff to
different institutions to study in the hope to understand the need
of society in its rapid transit period.
The
emphasis of this year's work plan is on publicity and popularization, the
fellowship hopes to renew its brief introduction, produce leaflet and to
establish website with a view to raise people's awareness of the institution
through different ways of publicity and in the hope that people of all walks
of life will give greater support to the anti-drug work. In addition, the
work of the outreaching unit will be changed in order to meet the real need; the
fellowship is planning to introduce mobile cars in the second half of 2003
for outreaching service and it can make contact with more people of all
strata on its own initiative so as to avoid the limitation caused by fixed
working place. However, the present problem is insufficient staff, and some
services cannot be developed as a result, meal delivery service of the
outreaching unit may be suspended in the next year; in addition, public-good
workers of different professions will coordinate the work of the institution
and it is hoped that more people will participate in this arduous work.

(V) Chong Kong
Midway Residence
1.
Brief Introduction to the Residence
The
Chong Kong Midway Residence received financial aid from the Social Welfare
Institute in February 2001 and it was formally founded and became operational
on March 9 of the same year; the Social Welfare Institute provides the
hospital facilities, equipments and other needed auxiliary services. The
management and arrangements for the operation of the dormitories are in the
charge of the Macao Christianity New Life Fellowship. From the experience of
previous drug stopping and rehabilitation work, it is known that many former
addicts who have just completed rehabilitation suffer a relapse into drug
taking after their departure from the treatment center.
This
is because many of their own problems had not gained timely solution, such as
their relations with family members and difficult in finding a job. All these
are primary problems confronting a drug-stopper seeking rehabilitation. The
Chong Kong Midway Residence was set up precisely to solve these problems.
2.
Brief Introduction to Work
Since
it was founded in March 2001, the Chong Kong Midway Residence has
undergone much internal work in order to settle into the new environment.
Nevertheless, the main work of the home has been to assist students
to re-enter the society with confidence and ability. In the early
period after the founding of the home, activities such as Chinese
chess matches and barbecue were organized.
Stepping
into 2002, it visited anti-drug institutions and medical centers of
Guangdong, Shenzhen and Zhuhai in
February to carry out exchange activities on work and to rectify its
weakness by learning from others' strong points. In June on International
Anti-Drug Day, the Social Welfare Institute together with all other
anti-drug institutions of Macao and heads of government
departments performed drug-burning ceremony before the fountain, and
stall games were organized afterwards to educate residents of Macao to understand the harms
of drug taking and smoking. During summer vacation, YMCA came to visit
the home and inquired about recent situation of students, souvenirs
were exchanged and the activity ended in happy laughing.
In
addition, computer, electronic piano and guitar classes were opened
in order to increase knowledge and interest of colleagues and students.
Missionaries from churches were also invited to give soul belonging
guidance. In September 2002, Rev. Bruce Bamond of Evangelical Free
Church Macao mission was invited to
be soul belonging teacher for four months to help improve students'
life and mind. The Social Welfare Institute held lectures many times
with its senior technicians and division chiefs to serve as teachers,
it also invited senior teachers from drug stopping and rehabilitation
division of Hong Kong YMCA to Macao to help staff of anti-drug
institutions master skills for achieving perfect results.
In
addition, the job-creating group of the home created job opportunities,
including washing car, photo copying, transporting, making horizontal
inscribed boards and setting up stage, and its work was praised. For many
times this year, it undertook the tasks of transporting and cleaning for
Macao Bible Institute, World Vision of Macao Association, and Mennonite Church; colleagues and
students of the home learned obedience from these jobs and followed the
principle that the other party would be satisfied with their work.
3.
Summary and Prospects
In
order to create more chances for students to contact society, in the next
year, besides regular activities such as table tennis matches, singing and
football matches, the home will also open vocational
training and employment training to strengthen students' skills of living in
society. The Social Welfare Institute and Labor and Employment Bureau will be
invited to open classes on knowledge so as to enhance colleagues' and
students' ability. In March 2003, it was invited to Yunnan China to
participate in an Anti-Drug Seminar that provided a chance for communication
and exchange among colleagues of China, Hong Kong and Macao on purpose to put an end
to the harms of drugs.
Through
these activities, public figures will be able to have a better understanding
of the home, which in turn, will get support and concern from local
residents, as a result, more people will be able to participate in drug stopping
and rehabilitation work and to improve drug stopping and rehabilitation
services.

(VI) Renovation and Mutual
Assistance Association of Macao
1.
Brief Introduction to Association
Since
1989, some non-governmental anti-drug institutions have set up drug-stopping
dormitories to help drug-stoppers break away from drug addiction and
return to society. In the following ten years, for reasons of less
confidence of returning to society, lacking living skills and unable
to adapt to society, the rate of drug-stoppers' relapse into drug
taking increased. Hence, launched by some successful drug-stoppers
and supported by the government, a drug-stopping and rehabilitation
self-help organization - Macao Renovation and Mutual Assistance Association
- was first established in Macao in 2000, in the hope that
it can assist drug-stoppers to return to society and to make contributions
to society by mutual encouragement, mutual assistance and support
among themselves.
2.
Introduction to the Work of 2002
(1) Assisting members to return to society
a)
Apart from helping members change their old living style, establishing normal
life and preventing their relapse into drug taking, the association also made
contact with their family members with the aim of creating chance for family
members to know members' situation and persuade family to admit and support
drug stoppers and increasing rate of maintaining moral integrity, it also
provided assistance to families that had difficulties in life;
b)
Providing free lunch - This service was provided to members who had such a
need in the process of returning to society, average 10 members received the
service every day.
(2) Work of Operational Section
a)
Vocational training - As most of the members were unemployed, the
work priority of the year was on vocational training and to help members
find a job, therefore, training was provided to improve members' employment
competitiveness. At present, training service was provided with cleaning,
cleaning air conditioner, fitting up, and transport as the main task.
A series of “probation program” were developed from March
to May 2002 to assist students put skill learned into practice. A
working team was set up after about three-month theory and practice
training under the “Probation program”, and it went to
many firms, social service organizations and local north Parish Street for carrying out voluntary
cleaning work. The voluntary work and technical practice provide students
with a chance of learning living skills that improve their living
and working attitude as well as their confidence. On the other hand,
the operational section undertakes work by which members can get income
for their living and family expenses.
b)
Raising awareness of work safety - The association organized members to
participate in lecture on occupational safety in October, and arranged them
to attend training course on occupational safety of construction so as to improve
their awareness on preventing risk and their concern for work safety.
(3) Member
a) Member's situation
By the end of December
2002, the association had 80 members, 18 of them are full members and 62
help-recipients. Materials show that most of the members took heroin in
their drug-taking history; the average age of the members
are 35 years old; and education level of majority of them is below
primary school.

members and 62 help-recipients; male members account for 95% and female
members account for 5%.

62.5% of the members are unemployed, 8.75% of them are now engaged
in unfixed work, and only 20% of them have fixed work.

Among 18 full members, 39% of them have fixed work, 33% are
unemployed, and 6% are housewives.

In regard to family relation, 50% of the members live with their
family, and another 50% have no relation and contact with their family that
demonstrates that half of the members lack admission and support of their
family.

Members living in Macao account for 61%, and 39% of the members live
in Gongbei, Zhuhai. Therefore, it is necessary to expand activities to
Gongbei, Zhuhai in order to create chance of contacting members and their
family, to get to know their situation of returning to society and give
them support.

Summary
- As male members
account for the majority, the association will mainly consider the need of
male in preparing all kinds of activities and vocational training. However
at the same time, it will also show concern for the need of female and
hopes that other organizations will be involved in and give support to
its activities in the future in order to expand supporting service to female
members.
- Chart 2 shows that
66% of the members are unemployed and 9% are engaged in unfixed work. In
total, more than 70% of the members are in poor economic condition for
reasons of unemployment and being engaged in unfixed work,
that brings about huge obstacle to the members in their return to
society and giving place to self functions. Therefore, the association
will continue to provide the members with various kinds of vocational training,
develop probation activity so as to improve members' employment
competitiveness;
- The
relation between members and their family (chart 4) demonstrates that
it is necessary to strengthen the contact with the members' family
and the follow-up work. At present, the human resources of the association
are limited and it is difficult for it to develop services comprehensively;
so it hopes to invite other professional auxiliary organizations to
give assistance in order to promote auxiliary work for members quitting
drugs and their family;
- Now
quite a few members live in Gongbei, Zhuhai (chart 5), hence, the
association will continue to strengthen trans-regional follow-up
work for the member and carry out activities in the two regions.
4.
Future Prospects
By collecting data
materials of members, working out services and related activities that help
members to return to society;
Strengthening cooperation
with related anti-drug institutions and government agencies, promoting
contact and communication, supporting anti-drug work, indirectly assisting
friends who are still affected by drugs to break away from drugs successfully
in an early day;
Continuing to carry out
voluntary services to improve drug-stoppers' social image;
Giving members
diversified employment guidance and training in order to strengthen their
employment competitiveness, carry out various probation program and
activities and improve their capability to return to society in a better way;
Strengthening support and
services given to family in order to help members to re-establish
family relation.
